Maryland General Assembly meets in Annapolis each year for 90 days; State Circle (now called Newsnight Maryland: State Circle Edition) reports weekly on the legislature during that period. This episode summarizes the 1998 session, with commentary from: Charles Babington (Washington Post), Tom Johnson (Daily Record), Margie Hyslip (Journal newspapers), and Matthew Barakat (Frederick News-Post). MPT's Karen Allyn, John Aubuchon, Nate Howard, and Jeff Salkin talk to each other for most of the half-hour. They mention that the legislature approved an accelerated income tax reduction; approved a $68 million yearly increase in state aid to local school systems, required health insurers to include contraceptives in their prescription drug plans; passed a bill to provide health insurance to an estimated 60,000 children and pregnant women from low-income families; approved a plan to provide science and technology scholarships at Maryland colleges. Reporters Bob Althage, Bonita Billingsley, Camilla Carr, and Mary Mendoza also contributed to this program.
