Summary
U.S. Ambassador Arthur J. Goldberg, in a major policy speech to the General Assembly of the United Nations, puts three concrete proposals to North Vietnam on the table. “We are prepared to order a cessation of all bombing of North Vietnam,” he says, “the moment we are assured, privately or otherwise, that this step will be answered promptly by a corresponding and appropriate de-escalation on the other side.”
