Summary
General William C. Westmoreland, the U.S. commander in Vietnam, makes a personal report on the war to a joint session of Congress. This is the first such report ever delivered to Congress by a general in the field. Westmoreland reviews the war, predicts more intense fighting, and asks for home front support. He says the enemy “believes our Achilles’ heel is our resolve.” Pete Clapper, reporting.
