This is a recording of Vice President Spiro T. Agnew's address at the National Governors' Conference in Houston, Texas. During his address he talks about the recent agreements President Richard Nixon negotiated with the USSR and were going to Congress for approval. The agreements involved the limiting of ABMs and strategic missile launchers in theUnited States and Soviet Union.
