In this recording Vice President Spiro T. Agnew addresses the California State Legislature and employees on the West Steps of the California state Capitol in Sacramento, CA. In his address, he speaks on topics such as taxes, the Urban Affairs Council, the creation of the Council on Executive Administration, unifying federal offices across the country, and the urban crisis. Governor Ronald Reagan also speaks on the reasoning of Vice President Agnew's message to the state employees.
