Wade Kach, Baltimore County, the sponsor of then-current mandatory sentencing legislation. News reports include interviews with Robert M. Bell, associate judge, Supreme Bench (Circuit Court), Baltimore City; Leronia Josey, Maryland Parole Commission; Bill Fibert, inmate classification counselor; E. Jerome Kapneck, director of mental health services within the correctional system; and Robert Owens, coordinator of the defunded Correctional Intake Unit, originally designed to help train and locate employment for ex-offenders.
