President Lyndon Johnson mourns the loss of Adlai Stevenson as U.S. Ambassador to the United Nations, then announces that Supreme Court Associate Justice Arthur Goldberg will take his place. Johnson says that it was at his insistence that Goldberg steps down from the Supreme Court to become head of the U.S. delegation. Goldberg promises to attempt to bring “the rule of law to govern the relations between sovereign states – it is that or doom, and we all know that.”
