President Kennedy announces that he has reluctantly ordered the resumption of nuclear testing in the atmosphere as a matter of national security. He says that true security can only be achieved by mutual disarmament agreement with effective inspection, and that the tests might be cancelled if Russia signs a workable test ban treaty before late April, when the U.S. explosions are due to begin in the Pacific. Sid Davis, announcer.
