Maryland General Assembly meets in Annapolis each year for 90 days; State Circle reports weekly on the legislature during that period. This episode summarizes the 1992 session, which went into an extended 4-day session to approve a budget and then into a special session to approve a tax package that would provide the revenue necessary to finance the budget. Sue Kopen interviews Del. Tim Maloney about the difficult legislative session. Dave Durian interviews Charles I. Ecker, Howard County Executive on the problems facing the counties. In the midst of this struggle, legislators took the time to attend a previously-planned outing for the first game at the new Oriole Park at Camden Yards. Man-on-the-street interviews indicated public approval for the new stadium but not for the presence of the General Assembly. A Q&A session with Lou Panos (Patuxent Publishing) and C.
