John Volpe, Secretary of Transportation, then speaks on budget items, urban affairs, and federal and state transportation.  In addition, Governor Buford Ellington and Vice President Spiro T. Agnew hold a press conference after the close of the National Governors' Conference to discuss the proceedings of the conference, 1969.
