Summary
Vice President Spiro T. Agnew's speech preceding the National Governors' Conference, 1969, during which he introduces cabinet members and speaks on the communication and relationships between different levels of politics.  John Volpe, Secretary of Transportation, then speaks on budget items, urban affairs, and federal and state transportation.  In addition, Governor Buford Ellington and Vice President Spiro T. Agnew hold a press conference after the close of the National Governors' Conference to discuss the proceedings of the conference, 1969.
