Summary
Kennedy, speaking at American University, calls for a new era of peaceful relations between the U.S. and the Soviet Union. “I have chosen this time and this place to discuss… the most important topic on earth: Peace,” he says. He announces that the U.S., Russia and Britain have agreed to send negotiators to Moscow to come to an agreement on banning nuclear testing. He adds that the U.S. will not conduct atmospheric tests, so long as other nations pause their testing as well.
