Host Brad Bell looks at the problem of substance abuse among Maryland's young people and examines the difficulties local people and organizations are having meeting the three goals of the "War on Drugs"(i.e., enforcement, treatment, and education). Includes interviews with students of various ages, substance abusers, leaders of drug prevention and treatment programs, a judge, and members of the Anne Arundel and Baltimore County police forces. Program also features a ride-along with police as they search the home of a suspected drug dealer, and describes the impact of the death of Len Bias.
